No. I would refer the hon. Member to the provisions of Article 9 of the International Covenant on Civil and Political Rights, which deals with matters of arrest and detention. This instrument has been adopted by the General Assembly, though it has yet to come into force. There is also the proposal for a United Nations High Commissioner for Human Rights, which we are supporting.
