§ Mr. Harold LeverRecruitment of permanent staff to the Waterguard Service, whose functions include the Customs clearance of travellers' baggage, is geared to the basic work load of the Service rather than to the peak passenger traffic. The upsurge of passenger traffic at certain places during the summer months is met by a variety of special measures. At times when the numbers required for baggage clearance are smaller, staff can be redeployed to other types of work.
