asked the Secretary of State for Wales, if he will give his estimate of the quantity of water impounded in Welsh reservoirs which is now consumed weekly by English conurbations.

The 1967 average weekly quantity of water taken directly into supply from reservoirs in Wales for use in England was 919 million gallons. This does not include regulating reservoirs. These control the seasonal and daily flow of the rivers (with benefits for flood prevention as well as water abstraction in the lower reaches) and do not affect the average flow of river water over the Welsh border.
