§ Mr. SkeffingtonMy right hon. Friend has received no request for emergency assistance and has no reason to think that circumstances warrant it. The City Corporation have acted vigorously to deal with the effects of the flooding and to mitigate immediate hardship, and difficulties are being resolved fairly quickly.
