§ Mr. Denis HowellI am considering the suitability of Mr. Haydon and Mr. Draycon for employment as teachers in the light of the report by Mr. Gibbens, Q.C., on Punishment at Court Lees Approved School. As in all such cases full opportunities are given for written representations and for an interview with our representatives if desired. There is no appeal as such from the Secretary of State's decision, and the question of tenure of appointment of posts at Court Lees does not come within the scope of his consideration.
