asked the Minister of Transport if she is satisfied that the principle of first ready, first served, as outlined for dealing with urban road schemes, will not prejudice the more complicated and large-scale schemes which will require longer to prepare; and if she will make a statement.

Yes. The main object of the £1,000 million preparation list of urban principal road schemes, is to give local highway authorities very much longer than hitherto to prepare the larger and more complex schemes. It will obviously be desirable to include all worthwhile schemes in the rolling programme as soon as they reach a sufficiently advanced stage of preparation. The exact place of a scheme in the programme will, however, depend not only on its state of readiness but, as between one scheme and another, on its relative priority and the resources available in a particular year.
