§ Mrs. CastleI have agreed that the Railways Board should be allowed to resume the renegotiation of freight rates356W which was interrupted in July 1966. I am satisfied that this is justified in view of the increased costs which have fallen upon the Board, and which it has not been able to cover in full by operational economies.
