§ Mr. FoleyWe are working to achieve a simplified system of Naval Command at home in which the command of ships and sea areas is the responsibility of a single major operational commander—the Commander-in-Chief Home Fleet—and the administrative and training aspects are brought together under a second major commander—the Commander-in-Chief Portsmouth. The implications are still being worked out and I am not prepared to make a statement at this stage.
