§ 64. Mr. Bessellasked the Postmaster-General (1) whether it is possible for arrangements to be made for memoranda from outside organisations to be included in the morning delivery at both Houses, provided they are delivered to the post offices at the Palace of Westminster by 10 p.m. on the preceding evening;
(2) whether he will make arrangements for hon. Members of both Houses of Parliament to circulate all hon. Members of both Houses through the post offices in the Palace of Westminster at a reduced charge.
§ Mr. Edward ShortMemoranda of the kind in question can be dealt with in this way, when Parliament is sitting, only if the people posting them can gain access to the Central Lobby and if they are tendered, appropriately stamped as postal packets, at the Post Office there; as the hon. Gentleman will know, I have no responsibility for controlling the admission of strangers to the Lobby. Alternatively, such packets would be included in the first delivery at both Houses if they were posted at the main Post Office in Howick Place, S.W.1, by 10.0 p.m. the previous evening.
I am sorry that I should not be justified in introducing special postage rates of the kind to which the hon. Gentleman refers.
