§ Mr. SwinglerThe Greater London Council as traffic and highway authority does what it can to relieve, in a variety of ways, congestion in the neighbourhood of the docks; and the Freight Group of the Transport Co-ordinating Council are keeping in mind the potentialities of river transport.
