§ 51. Mr. Hugh Jenkinsasked the Secretary of State for Foreign Affairs whether, in line with the recent resolution of the United Nations Association, a copy of which has been sent to him, he will take the initiative to submit to the United Nations a draft of a new treaty prohibiting the use in warfare of toxic and non-toxic gases or incendiary materials or of bacteriological weapons and providing for a verified ban on the manufacture of these materials in quantity for use in war; and if he will make a statement.
§ Mr. Fred MulleyAs already stated, Her Majesty's Government would like to see action taken to deal with biological and chemical weapons in the arms control and disarmament context. Proposals to this end were included in the Western plan for general and complete disarmament tabled at the Eighteen-Nation Disarmament Committee. We think this is the best way to approach the problem in present circumstances.
