RobinsonUnder Section 29 of the National Assistance Act, 1948, county, county borough and London borough councils (together with district councils to whom the function has been delegated) in England and Wales, and the corresponding local authorities in Scotland, are already responsible for compiling and maintaining classified registers of persons in their area who are substantially and permanently handicapped.
