§ Mr. Fisherasked the Secretary of State for Education and Science why he has fixed the proposed increase in the university fees of overseas students at a substantially higher level than that recommended by the Robbins Committee.
§ Mr. CroslandThe Robbins Committee's recommendation was confined to the view that at least 20 per cent. of university income should be represented by fees. It is not possible to derive from this recommendation a particular level of fees, but a general fee of £250 would be likely to represent 20 –25 per cent. of the average annual recurrent expenditure over the next quinquennium.
