asked the Secretary of State for Wales if he will reject all schemes which would so enlarge the areas of local government in Wales as to destroy their democratic character and establish in its place a bureaucratic authority.

Mr. Ifor Davies

My right hon. Friend's aim in framing proposals for the reorganisation of local government in Wales will be to promote the efficiency of Welsh local government while at the same time preserving its democratic character.
