Member's Question, I regret that the information sought could only be obtained at a disproportionate expenditure of time and money; as to the second part, I have no evidence that the present arrangements for Ministerial responsibility are causing difficulty but if the hon. Member would care to make specific proposals I will be happy to have them examined.
