asked the Secretary of State for Wales if, in view of the fact the Union flag symbolises England, Scotland and Ireland but not Wales, he will ensure that the Red Dragon flag alone flies above Government buildings in Wales.

No. The union flag is the flag of the constitutional entity of which Wales is a part and the practice of flying both it and the Red Dragon flag above Government buildings in Wales is generally approved in the Principality.
