asked the Minister of housing and Local Government if he will now list the local authorities whose rent increases he proposes to refer to the National Board for Prices and Incomes.

The authorities are listed in the reference that has today been made to the National Board for Prices and Incomes. The following is the text of the references:

Reference to the National Board for Prices and Incomes

Increases in Rents of Local Authority Housing

It is the Government's intention to do everything in their power to create the climate in which an effective prices and incomes policy can be pursued. To this end, as announced by the Prime Minister on 19th November, they have decided to refer to the National Board for Prices and Incomes certain increases in rents of local authority housing.

In their examination of the question referred to them it will be necessary for the National Board for Prices and Incomes to take account of the statutory obligations of local authorities as regards the fixing of rents and the management of the housing revenue account. It is not intended that they should concern themselves with wider questions of housing subsidies or local government finance.

Accordingly, in pursuance of their powers under Section 2(1) of the Prices and Incomes Act, 1966, the Secretary of State for Economic Affairs, the Minister of Housing and Local Government. the Secretary of State for Scotland and the Secretary of State for Wales, hereby refer to the National Board for Prices and Incomes for examination the question of the reasons for, and phasing of, increases in rents of local authority housing, with particular reference to the increases in rents by the authorities named in the schedule to this reference and to any proposed rent increases affecting tenants of the Greater London Council.
