§ Mr. BennI agree with the conclusion of the Working Group on Migration that no solution to the brain drain will be found in attempting to restrict the activities of foreign recruiting agencies. Government policies aim to promote a scientific and technological climate offering challenging opportunities in this country for engineers, technologists and scientists. The Working Group advocated this as the main solution to the brain drain.
