asked the Minister of Social Security whether she will arrange that prisoners who undertake satisfactory a recognised retraining course in prison shall thereby be able to have their insurance cards fully stamped.

In general, prisoners are eligible to contribute as non-employed persons, but there are a small number who work under contract of service for outside employers and contribute in the employed class. My right hon. Friend is not satisfied that in other cases the circumstances of prisoners are sufficiently analagous to those of the gener- ality of employed persons to justify providing for contributions to be paid as such with accompanying deductions from any earnings.
