asked the Secretary of State for the Home Department if he will introduce new legislation to impose stiffer penalties upon hooligans who cause damage when travelling as passengers on trains or other forms of public transport.

My right hon. Friend the Minister of Transport and I think that the penalties already available are adequate. The problem is to catch the 191W offenders. We understand that the British Railways Board are seeking to improve their enforcement arrangements.
