§ Mr. MacCollThe general principle underlying the disqualification of teachers and other local authority employees from membership of the authority employing them is that an elected member ought not to be in a position where there may be conflict, or even the appearance of conflict, between his private interest and his public duty. I believe this is an important principle from which it would be unwise to depart.
