asked the Minister of Housing and Local Government (1), whether volunteers helping with cleaning of the beaches, as a result of the recent oil pollution by the "Torrey Canyon", are fully insured against accidents;

(2) whether volunteers helping with the cleaning of the beaches, as a result of the recent oil pollution by the "Torrey Canyon", will be entitled to claim compensation if they contract dermatitis or other complaints through working with detergents.

Volunteers may be covered by the National Insurance (Industrial Injuries) Act 1965. Where a volunteer is not covered in this way, and at the time of injury was undertaking unpaid work at the request of or by arrangement with the local authority concerned, the Ministry of Social Security may make an ex gratia payment equivalent to the appropriate industrial injuries benefit (less any other social security payments to which the volunteer would in any case be entitled).
