§ Mr. FoleyEvery endeavour is made to use the productive capacity of H.M. Dockyards to the full and measures are being taken to increase efficiency, including the reorganisation of management and the improvement of planning techniques. But the task of the Dockyards is such that some waiting time is inevitable.
