§ Mr. Edward ShortAs my predecessor made clear, in deciding to authorise the provision of a colour television service 173W which will begin towards the end of 1967, the Government saw as an important factor the export opportunity which an early start would afford. At the same time, they have—especially in present economic circumstances—to weigh the demand on resources.
