taking account of the other measures of restraint on the level of demand which have been introduced by Her Majesty's Government.
- (a) would have required a licence under the Building Control Act 1966 if the cost limit of exemption under Section 2 of that Act had remained at £100,000; and
- (b) will require a licence now that the cost limit for exemption had been reduced to £50,000,
