asked the Minister of of Public Building and Works what increase in the present labour force of the construction industry he estimates to be necessary in order to achieve his target of 50,000 houses a year in Scotland by 1970 without slowing down the programme for hospitals, schools, factories and other essential buildings, after taking full account of improved techniques, higher productivity and the greater use of system-building methods.

We estimate that to meet all these requirements, the total manpower employed by the construction industry in Scotland will need to be increased by an average of 1.6 per cent. per annum from 1965 to 1970.
