asked the Secretary of State for Scotland whether he now proposes to establish a technical college in Buchan, where the need for technical training facilities is becoming increasingly urgent; and what steps he has taken towards providing group-training schemes for this purpose.

The need for a technical college in the Buchan area is, in the first instance, a matter to be assessed by the Aberdeenshire Education Authority, and I am always ready to consider any proposals from it.

The initiative in setting up a group-training scheme rests with local employers themselves, in consultation, where appropriate, with the industrial training board concerned, or with the Ministry of Labour. If it were decided to form a scheme in this area, I am sure that the Education Authority would be willing to co-operate.
