§ Mr. Whitakerasked the Secretary of State for the Colonies whether in view of unrepresentational nature of the delegates at the present Basutoland Constitutional Conference, he will give an assurance that any proposals formulated by this conference will be subject to ratification by the people of Basutoland at an election before they are implemented.
