Mr. Ron Lewis

asked the President of the Board of Trade whether he will clarify the rules regarding investments outside the scheduled territories taking the form of the export stock-in-trade free of payment.

Exports of goods, including exports of stock-in-trade, free of payment are permitted only when they meet the criterion, which my right hon. Friend the Chancellor of the Exchequer announced in his Budget speech, of an early, substantial and continuing benefit to the United Kingdom balance of payments.

In addition it is always open to a firm to export stock-in-trade on credit terms. The period of credit normally allowed is
