§ Mr. SwinglerThe Greater London Council is responsible for the management of London's traffic. It is therefore for it to formulate and implement measures to ease congestion on the main routes between Central London and the Ml, and trunk roads Al and A41. We understand, however, that the Park Road, Wellington Road and Finchley Road radial route is one of several included in the council's urban clearway programme.
