asked the Minister of Health whether he will send a circular to local authorities recommending them to adopt a decorating and gardening scheme for the aged, as has been introduced by Rochdale County Borough Council, whereby the old and incapacitated members of the community are assisted in maintaining the condition of their homes and gardens.

This scheme is operated by virtue of special powers under a local Act available only to Rochdale and a small number of other welfare authorities. A general circular to welfare authorities would therefore not be appropriate.
