§ Mr. Goodhewasked the Secretary of State for Education and Science whether he will take steps to ensure that applicants for awards under Section 2 of the Education Act 1962 for full-time courses of study leading to the Fellowship of the Royal College of Surgeons are treated equally regardless of the education authorities in whose area they live or work, in view of the fact that where the normal place of residence and place of work are different it is left to an arbitration committee to decide which authority is responsible in any particular case, with inequitable results.
§ Mr. Goronwy RobertsNo. Since awards for study for the Fellowship examination of the Royal College of Surgeons lie within the discretionary powers conferred on local education authorities by Section 2 of the Education Act, 1962,20W it is for the authority concerned to determine the rate of grant and method of assessment in each case. Questions as to which authority has responsibility for a particular student would be determined by my right hon. Friend the Secretary of State for Education and Science under Section 7(5) of the Education (Miscellaneous Provisions) Act, 1953.
