Mr. Howe

asked the Minister of Labour whether he will publish in the OFFICIAL REPORT a table which sets out the statutes whose enforcement or operation falls within the responsibility of his Department or of local or other public authorities under the guidance or surveillance of his Department and which provide for the licensing, registration or inspection of persons, premises or institutions of a particular kind, identifying in each case the authorities or persons by

Enactment Authority responsible for inspection etc.
1. Truck Acts, 1831 to 1940 Ministry of Labour (Factory Inspectorate)—as regards factories.
2. The Employment of Women, Young Persons and Children Act, 1920 Ministry of Labour (Factory Inspectorate)—as regards factories.
3. Hours of Employment (Conventions) Act, 1936 Ministry of Labour (Factory Inspectorate)—as regards factories.
4. Road Haulage Wages Act, 1938 Ministry of Labour (Wages Inspectorate).
5. Young Persons (Employment) Act, 1938 Ministry of Labour (Factory Inspectorate)—as regards railway and certain other employments covered by Section 3(2).
6. Disabled Persons (Employment) Acts, 1944 and 1958 Ministry of Labour.
7. Aliens Order, 1953. (S.I. 1953/1671) Ministry of Labour—as regards the issue of work permits under Article 4.
8. Baking Industry (Hours of Work) Act, 1954 Ministry of Labour (Wages Inspectorate).
9. Trading Representations (Disabled Persons) Act, 1958 Ministry of Labour.
10. Wages Councils Act, 1959 Ministry of Labour (Wages Inspectorate).
11. Factories Act, 1961 (a) Fire authorities—as regards provisions relating to fire (except in Crown premises).
(b) District Councils—as regards provisions relating to sanitary conveniences and certain other minor matters (except in Crown premises).
(c) Appointed Factory Doctors—as regards the powers of inspection, special enquiry and examination of employed persons conferred by Section 151.
(d) Ministry of Labour (Factory Inspectorate)—as regards other provisions.
12. Commonwealth Immigrants Act, 1962 Ministry of Labour—as regards the issue of vouchers under Section 2(3).
13. Offices, Shops and Railway Premises Act, 1963 (a) Fire authorities—as regards provisions relating to fire (except in Crown, local authority, railway and certain other premises).
(b) Ministry of Labour (Factory Inspectorate)—as regards Crown, local authority, railway and certain other premises, in relation both to fire and other provisions.
(c) Local authorities—as regards other premises covered by the Act (except those forming part of a mine or quarry).

I am satisfied that, in general, enforcement is effective. The implementation of the Offices, Shops and Railway Premises Act is, however, still in its early stages.
