To investigate the extent and causes of the shortage of gas supplies in the West Midlands Area during the winter of 1965–66 with particular reference to the availability of plant and the breakdowns experienced, and the steps taken to restore supplies, and to report.Sir Robert will be free to seek expert aid and advice from assessors as he may think desirable.
