asked the Secretary of State for Scotland what progress has been made in establishing the family court for the juvenile offender.

Mr. Ross

As I announced on 23rd June last year, I propose to implement the Kilbrandon Committee's recommendation that a system of juvenile panels should be established in Scotland to deal with juvenile offenders. The details of this system, and of the supporting social work service that it will require, are being worked out, and I shall publish proposals as soon as possible for discussion with interested bodies
