asked Her Majesty's Government:

Whether with regard to Parliamentary constituencies they will reject any attempt to group R.D.C. areas into boroughs for sheer arithmetical tidiness and whether, if it is perforce done, they will see that such always rank as county constituencies and not as Parliamentary boroughs.

The Parliamentary Boundary Commissions for England, Scotland, Wales and Northern Ireland are engaged on general reviews of constituencies in their respective areas. Until they submit their final recommendations, the suggestions in the noble Earl's Question are matters entirely for the Commissions.
