§ Mr. Howeasked the Chancellor of the Exchequer what would be the cost of allowing all people making interest payments in respect of mortgages on homes which they are buying to claim tax relief in respect of such payments to the same extent as they would be entitled to do if they were paying Income Tax at the standard rate, notwithstanding the fact that their incomes are not large enough to attract Income Tax at such standard rate.
