§ Mr. Joseph SlaterMy right hon. Friend is not aware of any shortage of telephone kiosks in the Colgrove area of Welwyn Garden City. There are already four kiosks within half a mile, two of them about a quarter of a mile from Colgrove. Most of the people in the area have their own telephones, and provision of further public facilities would not be justified.
