Mr. Crowder

asked the Minister of Transport if he is aware of the traffic congestion caused by the movement of vehicles carrying outsize heavy loads within a 30-mile radius of London; and if he will restrict the movement of such vehicles to the period between 1 a.m. and 7 a.m. during the summer months.

Power to control the time of movement of abnormal indivisible loads on roads is vested in the police by virtue of the Motor Vehicles (Authorisation of Special Types) General Order 1963. I do not feel justified in varying this general arrangement.

I do, however, impose a condition prohibiting throughout the country movement of exceptionally large, wide or heavy loads over Bank Holiday periods and during summer weekends.
