asked the Minister of Housing and Local Government how many local authorities in the Greater London area have put into operation the Clean Air Act, 1956; and what is preventing those authorities which have not yet done so from doing so without delay.

The areas of 83 local authorities in Greater London are classed as "black-areas" for purposes of the Clean Air Act, 1956. Eighty of these authorities are carrying out smoke control programmes. Of the other three authorities, two consider that smoke control is not needed in their areas, and the third has prepared a programme but wishes to revise it before carrying it out.
