§ Mr. BowdenThe reference to a Committee of Council is in this case simply a formal description for the customary process of consultation between Ministers. In regard to university charters the Ministers concerned include, in addition to myself, the Secretary of State for Education and Science.
I am not in a position to comment on the criteria applied to any particular clauses of such charters. These must depend on the circumstances of each individual case.
