Of about 97,000 Civil Servants in the Central London Area, some 36,000, or approaching 40 per cent., arrive by 8.30 a.m. About 63W another 15,000 (15 per cent.) arrive between 8.30 a.m. and 8.45 a.m. About 34,000 staff, or over 34 per cent. of the total leave outside the peak hours of 5 to 6 p.m.
