asked the Minister of Overseas Development what is the estimate of Government aid in terms of loans and grants to Commonwealth and non-Commonwealth developing countries, respectively, for the financial years 1964–65, 1965–66 and 1966–67, respectively.

In 1964–5, bilateral financial aid to the Commonwealth, including Colonies, was £127 million, of which £52.5 million was grant and £74.5 million loan. The comparable figures for foreign countries were £17.7 million, £7.6 million and £10.1 million. Technical assistance, almost all of which is grant, was £24.8 million for the Commonwealth and £2 million for foreign countries. As regards subsequent years, I would refer the hon.
