Mr. Webster

asked the Minister of Agriculture, Fisheries and Food what is the policy of Her Majesty's Government with regard to Resolution No. 296 in reply to the Third Report of the Organisation for Economic Co-operation and Development to the Council of Europe, May, 1965, which was adopted by the Consultative Assembly of the Council of Europe on 6th May, 1965; and what action the Government has taken or will take on it, in particular with regard to Chapters II, Development assistance, and III, Agriculture.

Resolution 296, replying to the 3rd Report of O.E.C.D. to the Consultative Assembly of the Council of Europe, is for consideration by O.E.C.D. and will later be the subject of an exchange of views between the two Organisations. The United Kingdom is participating fully in the agricultural work of O.E.C.D. I myself attended the recent Ministerial meeting of the Agriculture Committee of the Organisation, at which there was considerable discussion of the issues covered by Chapter II of the Resolution. I support the view of the Council of Europe that due consideration should be given to the conclusions of the O.E.C.D. Reports on Low Incomes in Agriculture and on Agriculture and Economic Growth.

The development assistance aspects of the O.E.C.D's activities are a matter for my right hon. Friend the Minister of Overseas Development.
