§ Mr. Braineasked the President of the Board of Trade on what date his Department first received an application from AGIP Limited for an industrial development certificate to build an oil refinery on Canvey Island; whether his Department sought to persuade the company to build in a development district; and on what date a certificate was finally issued.
§ Mr. DarlingThe application was made on 8th January, 1964, and an industrial development certificate issued on 23rd June, 1964. Discussions between an applicant for an I.D.C. and the Board of Trade are confidential. But the need to encourage the expansion of industry in the development districts is of course an important factor in the consideration of I.D.C. applications.
