Mr. Carol Johnson

asked the Postmaster-General what is the policy of Her Majesty's Government towards Recommendation 422, relating to broadcasts transmitted from stations installed on objects affixed to or supported by the sea-bed outside territorial waters, which was adopted by the Consultative Assembly of the Council of Europe on 29th January, 1965; and what action Her Majesty's Government has taken, or proposes to take, on such Recommendation.

The Committee of Experts mentioned in Recommendation 422 examined at length the matters which form the subject of the Recommendation and took all relevant considerations into account in the text of the Agreement submitted to the Committee of Ministers. Her Majesty's Government has since accepted this text and signed the Agreement.

It is intended that the legislation in this country, which, as I told the hon. Member for Bury St. Edmunds (Mr. Eldon Griffiths) on 4th February, will be introduced as soon as practicable, shall apply to stations of the type mentioned in the Question.
