§ Mr. Woodhouseasked the Minister of Transport (1) when work is due to begin on the conversion of the Oxford northern by-pass to a dual carriageway; (2) whether he will accept, in the interval until Oxford's northern by-pass can be converted to a dual carriageway, the alternative suggestion which has been put to him by the Oxford City Council, namely, that the road should be marked as one-way passing only, or the suggestion that the road should have a 40 miles per hour speed limit throughout its length.
