asked the Minister of Housing and Local Government to which Minister Questions as to the safeguarding of the sailing amenities on rivers in England should be addressed.

No one Minister is responsible. Sailing may be affected by water abstraction or by a river authority's proposals for minimum acceptable flow, with which I am concerned; by flood prevention works, with which my right hon. Friend the Minister of Agriculture, Fisheries and Food is concerned; or by the byelaws of a navigation authority, requiring confirmation by my right hon. Friend the Minister of Transport. My right hon. Friend the Secretary of State for Education and Science has a general responsibility for matters concerning sport.
