Mr. John Pageasked the Minister of Transport, in view of the facts that in the two years up to the end of September prohibition notices on defective goods vehicles numbered 108,000, of which prohibition was made immediately effective 449W in 25,000 cases, and that only 4,000 summonses were issued in the single year to 30th September, if he will introduce legislation so that, in future, summonses shall be issued in every case where there are not sufficient mitigating circumstances and that these summonses will invariably be issued against the owners of the vehicles concerned as well as the drivers.
