§ Mr. GreenwoodI understand that the report is likely to be presented to the Federal Government in February. Its publication is a matter for that Government but I would hope that they will decide to publish it. As I have indicated previously, it is my hope that the report will be of valuable assistance towards constitutional progress in the territory.
